Yes and no, the setup is very similar for all Debian versions, but package names may differ. So when using Debian 10 I recommend using the debian 8 cluster tutorial as a guide what and how to install and then use the Debian 10 perfect server guide to find the actual package names for the steps.

Instead of USER_NAME, enter your Perfect Privacy username here. For the port you can choose between 22, 53, 443, 8085, 9009 or 36315. Ports 53 and 443 are particularly recommended to bypass VPN blocking (in the example, we chose port 53). If you run the program by pressing Enter, you will be asked for your Perfect Privacy password. Select a server of your choice and click on Connect. You will be asked for your Perfect Privacy username and password when the connection is being established. Click on Save password to save the credentials. The OpenVPN connection is now established. To drop the VPN tunnel, click on Disconnect for the connected server.
